To be fair, it's become a bit complicated. Originally, the models were designed by Paolo Parente, who owns the intellectual property for the Dust universe. Fantasy Flight Games developed the Dust Tacts boardgame and then the Dust Warfare miniatures game (both use the same models), but ran into a little trouble with respect to the manufacturing of the miniatures, so they sold the rights to publish and develop the games to Battlefront Miniatures, makers of the Flames of War WW2 miniatures game. However, the rights to manufacture the miniatures was handed over to Gale Force Nine (makers of the Spartacus and Firefly boardgames).
So BF and GF9 are in partnership with Paolo Parente.
